CEAC

Overview

The purpose of the compensatory education program is to meet the educational needs of economically disadvantaged students. Title 1 participants include students who are at risk of failing in school. The program funds supplemental services needed to raise the academic achievement level of K through 12th grade participants in their academic career. Additional support may be provided through staff development, health, and guidance services.

 

Purpose

The advisory committee receives information describing the programs and activities program The CEAC is composed of parents of Title 1 students. Their role is to support the school and work cooperatively to increase academic achievement. Parents have the opportunity to participate in the design and implementation of the program through activities such as developing a parent policy, home-school compacts, parent training, and volunteer participation in school activities.

 

Functions of the CEAC

The advisory committee shall receive information describing the programs and activities provided with funds from compensatory education. Committee members shall receive training so they can advise the principal on the development of an effective educational program and plan that will raise the achievement of disadvantaged students. Additionally, the committee shall participate in the following (Board Rule 1370):

  • Assessment of educational need
  • Establishment of priorities
  • Planning the educational program and budget resources
  • Evaluation of the school and its academic effectiveness

 

Parent Members

Parent members of CEAC should constitute a majority of the membership. Parent representatives should be elected by the parents of pupils participating in a program of compensatory education at that school. (Education Code 54425) Member of the paraprofessional school staff (education aides, teacher assistants, community representatives, noon aides) who are parents of pupils participating in a program of compensatory education at the school is eligible for membership as a parent representative.

 

Other Members
In addition to parents, the membership of the committee should be composed of at least one representative of the following (Board Rule 1370):

 

  • Community members
  • PTA
  • School support groups
  • Faculty
  • Classified employees
  • Paraprofessionals and/or school-employee community representatives
  • Students (secondary schools)

Each representative should be a member of the group from which he/she is elected and, for purposes of determining composition, shall be considered as a representative of only the group which has elected him/her (Board Rule 1370).

Members of the community who are elected to the committee shall have no special eligibility requirements other than the requirement that they live or spend the major portion of their work day within the attendance boundaries of the school (Board Rule 1370).

District employees (teacher assistants, education aides, community representatives) may serve as elected representatives on District and Zone Compensatory Education advisory committees and may be released from their job assignments to attend school CEAC meetings or to attend Local District and Central District Compensatory Education advisory committee meetings. However, provisions must be made for these employees to work and provide services at another time and day. They may attend meetings when they are scheduled during non-paid time or when the
employee is on unpaid status for these hours.

All members elected shall have equal voting rights.

 

Officers

The officers of a CEAC shall consist of a chairperson, vice-chairperson, secretary, and other officers the committee may deem desirable. Any member of the school CEAC is eligible to be an officer of the committee. Officers are elected by the entire CEAC voting membership. It is recommended that a parent be chairperson of the committee.

 

Bylaws

Each CEAC is responsible for writing its bylaws.

 

Option

A majority of the members of the CEAC may vote in favor of designating the School Site Council to function as the CEAC for all purposes and may determine the length of time it will function as such, not more than two years (Education Code 54425). This action shall be reflected in the CEAC minutes.

 

Responsibility

The school principal should have the responsibility for the proper function and implementation of the school CEAC.


 

 

Local District Compensatory Education Advisory Committee (LDCEAC)

The functions of the Local District Compensatory Education Advisory Committee (LDCEAC) includes the following:

  • Assist the District in implementing specific aspects of the Compensatory Education Program.
  • Provide parents of participating children with information as it relates to the Compensatory Education Program.
  • Provide parents with a comprehensive parent education program designed to help their children at home.
  • Encourage parents to become more involved in the education of their children through the Compensatory Education Program.

 

Selection of Members

A representative and an alternate shall be elected at each school by parents of children receiving compensatory education services at the school. Any member of the committee is eligible to be an officer of the committee. It is strongly recommended that preference be given to a parent representative for the office of chairperson.

The elected representative shall be any member of a CEAC, except in the situation described in item 3 below. An alternate shall represent the school on the LDCEAC only when the elected representative is absent.

Each LDCEAC shall have one representative from the nonpublic schools program. Parents of the compensatory-education shall constitute a majority of the LDCEAC.

 

Parent Ratio

If it is apparent that there is not a majority of parent representatives, the following procedures must be implemented at the first meeting to correct this situation.

  • The names of schools with non-parent representatives shall be put into a drawing pool.
  • A drawing from this pool shall be held, under the auspices of the Superintendent, for a sufficient number of school representatives to ensure a majority of parent representatives
  • Schools so identified shall elect a parent representative from their CEAC.
  • If the alternate representative from these schools is a parent, the CEAC may designate this parent as its representative.

 

Bylaws

The Zone Compensatory Education Advisory Committee shall function under the District Compensatory Education Advisory Committee (DCEAC) bylaws.

 

Responsibility

The Parent/Community Services Assistant Superintendent or the designee shall have the responsibility for the proper Zone Bilingual-Bicultural Advisory Committee function and implementation of the Zone Compensatory Education Advisory Committee.
